Franks expands abortion bill; court rejects Arizona law

PHOENIX • On the eve of Congressman Trent Franks’ formal announcement to extend an abortion ban, a federal appeals court Tuesday struck down Arizona’s year-old law that prohibited abortions at 20 weeks and beyond.
